Little Rock Apartment Loans in 2026
Arkansas's capital brings its own underwriting checklist, and Little Rock apartment loans move more smoothly when City rental certificates, Pulaski County's 2026 reappraisal and wind coverage are settled early. Every request is priced with banks, both agencies, HUD, CMBS desks and bridge funds before we recommend a lender. Loan amounts start at $1,500,000 with up to 80% LTV available, and a stabilized property's pricing opens at 6.12%. Bigger communities are handled on a separate multifamily loans page, Arkansas apartment loans picks up everywhere else in the state, and current pricing for each program appears with our commercial mortgage rates.

BLS's preliminary September 2026 count for the Little Rock-North Little Rock-Conway metro was 397,100 nonfarm jobs, 0.8% above a year earlier. Education and health services led, up 3.1% to 68,800 jobs. Government, home to the capital's state workforce, fell 1.2% to 68,300 and was below its year-earlier level in every month from April through September. Metro unemployment was a preliminary 3.6% in August, not seasonally adjusted.
HUD's market analysis, dated April 1, 2023, called apartment conditions balanced, with first-quarter 2023 vacancy at 8.3% and 1,225 units under construction across the metro. In that count, state government alone employed 33,900 people, about half of all government jobs in the metro.
Rent Growth Ahead of the State and the Nation
Apartment List's October 2026 data show a citywide median rent of $1,085, a 1.2% rise over twelve months, while Arkansas and the nation each slipped 0.4%. RentCafe's figure, which covers properties of 50 units or more, averaged $1,098 in data last updated September 30, 2026, up 1.41% from $1,083; one-bedrooms averaged $975 and two-bedrooms $1,155. Renters make up 46% of city households in RentCafe's count.
Medical institutions hold three of the top four spots on HUD's 2023 list of the metro's largest employers: UAMS with 9,700 workers, Baptist Health with 7,340 and Arkansas Children's Hospital with 4,370, with Little Rock Air Force Base second at 7,800. Amazon broke ground in July 2025 on a Little Rock logistics facility of more than 930,000 square feet slated to create over 1,000 full- and part-time jobs once fully operational, and in June 2026 Lexicon celebrated the completion of its renovated headquarters at the Port of Little Rock, part of a $37.6 million expansion expected to add 60 jobs. Lenders weigh that payroll when underwriting a Little Rock apartment loan.

Little Rock's Historic Districts, Midtown and the West
Little Rock has 26 National Register historic districts, 16 of them residential neighborhoods, but only the MacArthur Park Historic District is locally protected, so exterior alterations, site design and demolition there need a Certificate of Appropriateness. The Quapaw Quarter covers about nine square miles of the city's oldest buildings, River Market District warehouses have become loft apartments, and Central High School, a public school since 1927, gives its name to a National Historic Site. Cammack Village, near the Heights, is a separate city and is left off our list.
Neighborhoods we cover include:
- Hillcrest
- The Heights
- Capitol View/Stifft Station
- Quapaw Quarter
- MacArthur Park
- Central High
- Pettaway
- River Market District
- South Main (SoMa)
- Riverdale
- Briarwood

City Certificates, County Millage and Storm History in Little Rock
A certificate for every unit. Little Rock's rental inspection rules, in Chapter 8 of the City Code, make it unlawful to rent out or allow occupancy of a rental unit without a Certificate of Compliance. Since January 1, 2020, a random 20% of registered rental units are to be inspected each year, sampling at least one unit per building in a complex.
Reappraisal in 2026, and 15.1 city mills. Arkansas sets assessed value at 20% of market value; Act 139 of 2023 put every county on a four-year reappraisal cycle, and the state's schedule lists Pulaski County for 2026, then 2030. For non-homestead property such as apartments, Amendment 79 holds a reappraisal increase to 10% of the prior year's assessed value per year. The City levies 15.1 mills, with school and county millage on top; in the state's tally of millage approved in September 2023, Pulaski County averaged 58.81 mills overall, against 48.9 statewide. Each 10 mills adds a tax equal to 0.2% of the building's market value annually.
No local rent or fee caps. State law bars Arkansas cities from controlling rent, application fees or deposits on private residential or commercial property (Ark. Code 14-54-1409, broadened in 2025), apart from the two-month security deposit cap and housing a city holds an interest in. Leases signed or renewed after November 1, 2021 also carry six implied standards under Ark. Code 18-17-502, among them functioning heating and air conditioning where a system served the unit when the lease was signed, and tenants may not withhold rent over a violation.
The March 31, 2023 tornado. The National Weather Service rated it EF3, with 165 mph peak winds on a 34.4-mile path up to 600 yards wide. After crossing Chenal Parkway it did some of its worst residential damage at apartment buildings off Napa Valley Drive, then crossed I-430 and continued through North Little Rock, Sherwood and Jacksonville, affecting at least 2,700 structures. Lenders will ask about roof age, wind deductibles and storm repairs.
Transfer tax and foreclosure. Arkansas taxes real property transfers at $3.30 per $1,000 of actual consideration on transactions over $100 (Ark. Code 26-60-101 and following). Lenders may foreclose outside court under Title 18, Chapter 50, selling no sooner than 60 days after recording a notice of default, while a court foreclosure carries a one-year redemption right that the mortgage can waive.
Financing Options in Little Rock
Most Little Rock financing requests fall into one of three groups, depending on the size of the property and what sits on the site:
Investors weighing Fayetteville or another Arkansas city can start with Arkansas apartment loans.
Refinancing Little Rock Apartments Through the 2026 Reappraisal
Pulaski County's 2026 reappraisal will reach many Little Rock refinance files before it reaches a tax bill. Because Amendment 79 caps the post-reappraisal rise in an existing apartment building's assessed value at 10% annually, a large jump in market value can feed into taxes over several years. We model that phase-in and, if a new value seems out of step with the rent roll, talk through an appeal before a lender sizes the loan.
Owners along the 2023 tornado's path should have repair records, roof age and the current wind deductible ready, and every owner should expect questions about Certificates of Compliance and whether leases signed or renewed after November 1, 2021 meet the state's habitability standards.
Little Rock Apartment Building Loans Downtown, in Midtown and Out West
Rentals here range from River Market District lofts to complexes in the west, and KARK reported in 2025 that a Georgia developer plans more than 100 apartments in the former AT&T building on Capitol Avenue. Property types include:
- Converted warehouse lofts downtown
- Office-to-apartment conversions downtown
- Apartment complexes in west Little Rock and Chenal Valley
- Historic buildings in MacArthur Park and the Quapaw Quarter
- Midtown walk-ups with five or more units
- Rental housing near UAMS and Arkansas Children's Hospital
Multifamily Programs Sized for Central Arkansas Communities
Fannie Mae and Freddie Mac go up to 80% LTV, with loan terms out to 30 years and recourse limited to the standard carve-outs. A CMBS conduit loan is likewise non-recourse. HUD's FHA loans offer the longest payback period, amortizing fully for up to 40 years in the FHA Risk Share execution Fannie Mae describes. Lenders also confirm the jurisdiction, since North Little Rock and Cammack Village are separate cities, outside the reach of Little Rock's code.
