2026 South Carolina Multifamily Investment and Lending Outlook
Charleston, the state’s deepest apartment market, completed 3,261 units in 2025 against 4,618 units of net absorption, finishing the year at 92.0% occupancy with effective rent of $1,780 (MMG Real Estate Advisors).
The supply picture changes sharply this year. Completions are forecast to fall to roughly 1,625 units in 2026 against 1,516 units of absorption, close to half the prior year’s deliveries, which should ease the lease-up competition that held concessions in place through 2025.
For a large-balance borrower that timing matters. A property leasing into 2025 competed against more than twice the new supply that a property leasing into 2026 will face, so two assets a year apart in delivery date can show very different trailing numbers without either being better run.

A South Carolina Sale Resets the Tax Bill, and the Relief Must Be Claimed
South Carolina assesses apartment property as commercial real property at a 6% assessment ratio, and normally limits any increase in assessed fair market value to 15%. A sale removes that limit.
A purchase is an assessable transfer of interest, and an ATI triggers reassessment to full fair market value with no 15% cap. On a long-held asset bought at today’s basis, that is a step-change in the tax line the year after closing, and the seller’s trailing operating statement will not show it.
There is relief, but it is not automatic. A buyer may claim an exemption reducing the ATI fair market value by 25%. It has to be affirmatively elected, and the owner must notify the assessor that the property will be subject to the 6% ratio before 31 January of the tax year for which eligibility is first claimed. Miss the date and the relief is gone for that year.
We underwrite South Carolina apartment loans on the post-ATI tax figure rather than the seller’s bill, and we will ask whether the 25% election has been filed. On a large Charleston or Greenville acquisition the difference between the two numbers is frequently enough to move the loan amount.
