2026 Wyoming Multifamily Investment and Lending Outlook

Wyoming publishes no multifamily sales volume and no cap rates, and that is not an oversight. It is the law. The state is one of a small group where sale prices are confidential by statute, so the usual market benchmarks simply do not exist for any Wyoming metro. What follows is what is genuinely measured.

Statewide average rent for an unfurnished two-bedroom reached $1,060 in the fourth quarter of 2025, up 4.1% over the year (Wyoming Economic Analysis Division, Cost of Living Index, released April 2026). The spread between counties is extreme: Teton County at $3,476, Laramie County at $1,269 and up 5.8%, Natrona at $1,050 and up 7.3%, Albany at $1,001, Sweetwater at $764.

Almost nothing is being built at scale. Of 1,681 housing units produced statewide in 2023, just 58 were in multifamily buildings, against 1,418 single-family and 205 in two to four family (Wyoming Community Development Authority, August 2025). The state estimates it needs 20,700 to 38,600 additional units between 2021 and 2030.

Cheyenne is the exception and it is policy-driven. Units permitted in 2025 ran roughly 2.6 times the 2013 to 2019 annual average after the city removed its minimum lot area per multifamily unit and cut required parking for studios and one-bedrooms from 1.5 spaces to 1 (Harvard Growth Lab, December 2025).

Wyoming Is a Non-Disclosure State, and It Changes How Your Loan Gets Appraised

This is the single most useful thing to know before financing a large Wyoming apartment property.

Wyoming requires a Statement of Consideration on every transfer, and no instrument may be recorded until the county clerk receives it. But the statute then makes the number secret. Under W.S. 34-1-142 the statement is not a public record and must be held confidential by the county clerk, the county assessor, the county and state boards of equalization and the Department of Revenue. Access is limited to a narrow property tax appeal window, and an individual statement cannot even be used to adjust another property’s assessment.

The consequence runs straight into your appraisal. Agency and life company scopes expect verified comparable sales. In Wyoming an appraiser cannot pull recorded consideration, so the comparable set has to be assembled from listing data, voluntary disclosures and broker confirmations, one transaction at a time. That lengthens the appraisal, widens the defensible value range, and shifts weight onto the income approach.

What that means for you. Your rent roll and operating statements carry more of the loan decision in Wyoming than they would anywhere else, because there is less market evidence to check them against. Several years of history, a documented occupancy record and clean, collected rents are not housekeeping here, they are the valuation. Expect a longer appraisal timeline and build it into your closing schedule.

There is also no state-level permanent lender at this size. The Wyoming Community Development Authority services around 15,000 loans worth $1.8 billion but is principally a single-family servicer and an allocator of federal subsidy, with roughly $3.5 million of housing credit a year. Large-balance Wyoming apartment debt comes from agency, bank, credit union and life company sources, and we place it accordingly.
